Q:  If you want to target more than one market should you use different Ask pages?

Yes.  I would suggest you having different Ask pages for the different markets that you are looking to work with.

They can all go to the same Ask Database account. What happens is you are able to search based on the different campaigns that you create so you will have one campaign for the first market, one campaign for your other market, one campaign for the third market then you can to do different searches on that.

By doing the different searches within your Ask Database you are able to send different things to one specific segment, if wanted.
